Toilet Repair in Neptune, NJ
In Neptune, about 65% of homes predate 1990 and roughly 31% of households rent. Both halves of this page apply to somebody here.
Short version
In Neptune the split runs 69% owner-occupied against 31% rented. That makes responsibility a matter of your own address rather than the town's pattern, and it is worth settling before anybody is called out to the property. At 65% pre-1990, the housing gives no strong steer on flush volume, which makes the tank label worth a look.

What the age of Neptune’s housing suggests
About 65% of homes in Neptune predate 1990. That is close enough to even that the town average tells you very little about any one house, which is worth saying rather than dressing up.
What it does tell you is that both generations of fixture are common here, and they fail in different ways.

What is actually wrong with it
Most calls are one of five things, and the useful first step is deciding which. Three of them — running, a weak flush and no flush at all — live inside the tank. The other two, a leak at the base and a rocking fixture, are underneath it and are related to each other.
Ask which part was tested before the fixture was blamed. On a running toilet that means the dye test; on a leak at the base it means whether the flange was looked at. A quote to reset a toilet that does not mention the flange has not established why the last seal failed.

If the dye test pointed at the flapper, that is a part, not a fixture.Worth saying on the call, because it changes what somebody arrives with. We connect you to a contractor covering your area and you are never charged. Past toilets, Neptune is covered for whatever has gone wrong.
