What Toilet Repair Should Cost
A running toilet is a part, not a fixture. What the figure turns on once that much is settled.
Short version
What decides a toilet quote is whether the fault is a part or the fixture. Flappers and fill valves are inexpensive and quick; a wax seal means lifting the toilet; a cracked bowl means replacing it. The fixture itself is rarely the problem.

What actually drives it
Whether the fault is above the floor or below it. Flappers, fill valves, handles and supply lines are accessible parts and most complaints are one of them. A seal at the base means removing the fixture, and what is found under it — a sound flange or a corroded one, a dry subfloor or a soft one — decides the rest.
The running cost nobody puts in the sum
EPA reports that replacing old toilets with WaterSense models saves a household more than $170 per year in water costs and $3,400 over the lifetime of the toilets, and that the average household’s leaks waste more than 9,300 gallons a year.
Those are EPA’s figures for a whole house and not a quote for yours. They matter here because the repair-or-replace decision is usually made on the price of the work alone, and on an old fixture that is only half of it.

The question worth asking
Ask which part was tested before the fixture was blamed. On a running toilet that is the dye test; on a leak at the base it is whether the flange was inspected. Both are quick, and a quote that skipped them has skipped the diagnosis.
